Strategic Planning No report. Higheredjobs.com Inquires Presidents Council reviewed the number of inquires that higheredjobs.com has had for the GBC job openings compared with the completed applications that GBC has on file. Presidents Council recommended that the hiring committees be established immediately for the replacement positions. Dr. Daniels will alert Dr. Smith and Dr. Sanchez-Saenz as to the recommendation of Presidents Council. Rise in Admission Application Fees Dr. Betty Elliott shared with Presidents Council a concern conveyed by Ms. Pat Warren about how the raise in admission applications fees would affect her continuing education courses. Continuing Education provides a great deal of customized training for corporations, who pay for their employees to take the customized courses. Employers may not want to pay the extra $10 per new student. Some suggestions would be to build the admission fee into the course fee and bill the company directly, or pay for the fee from a non-state fund. Dr. Elliott and Ms. Mahlberg will meet with Ms. Warren to discuss the options. Great Basin Festival The Great Basin Festival Steering Committee provided Presidents Council a statement of the income and expenses for last years festival with a comparison to the last two festivals. There was a net loss of $4,433.04 for last years festival due in part because the festival received less grant money that the prior two festivals. The Festival Committee has already started applying for grants for the 2004 event, and they are looking at a partnership with the Western Folk life Center to bring back the Mongolian artists, which will fit the Festivals Asian theme. The Public Information Officer position should be filled shortly, and they will handle the PR and ticket sales, something that was greatly needed last year. Liability Insurance and Contracts A clarification was made by Ms. Star Thomson as to why the system is requesting $1 million liability insurance for contractors. Ms. Thomson stated that the system needs to have all contractors covered by insurance in case of injury on the job. If a contractor signs an affidavit that they are a sole proprietor, then they do not need to have proof of liability insurance. The system will accept liability insurance that is attached to a homeowners policy. Mr. Gonzales noted the Rotary still needs to obtain insurance for the Taste of Elko event. Grant Update Title III Ms. Jeannie Rosenthal reported that she would like to provide better language in the Title III grant proposal to appropriately describe what each position will be doing and the amount of time commitment it will take. Presidents Council reviewed and approved the job duties for the Learning Disability Specialist, the Instructional Technologist, and the Learning Center Director. Ag Facility Mr. Carl Diekhans will meet with Dr. Elliott to prepare a presentation to the Elko County Fair Board requesting use of a portion of the fairgrounds for the Ag facility. However, he requested Presidents Council start thinking about the possibility of putting the Ag facility on campus. Residency Issue Ms. Lynn Mahlberg will present information on the Residency issue at the next Presidents Council meeting. Miscellaneous Dr. Elliott reported that she has met with Dr. Jack Smith and Dr. Cyd McMullen, and they will draft a position description for the CRJ position. Dr. Frank Daniels reported that he has spoken to all the senate chairs in the system about their institutions procedure regarding merit raises for faculty at the top of the salary schedule. He reported that at TMCC, the faculty member applies to a committee at the beginning of the year. The committee makes a recommendation whether they think the faculty member should receive the merit raise. At the end of the year, the committee then makes a final recommendation.
